It's not really about color (maybe in the US it is) but about bureaucracy. Years ago there were white people from wealthy countries adopting white children in my country because it was much easier, cheaper with little restrictions. They're not "saving" these children, they just don't want to deal with tiresome adoption process in their own country and get it over with as quickly as possible. It's that simple.
