In my experience, kids simply don't want to bother with homework at all and prefer someone else doing it for them. That's why they cheat on exams too. If there were no people to help them with it, they might force themselves to actually learn something. It's disappointing to see most of those who do go to school can't wait to get it over with. That says a lot about how bad the whole system is set. It doesn't work for anyone, let alone the children.
