In my country, the only thing you need at work is to show up, afterwards you can waste the rest of your working day on social media because you're unlikely to get fired if you work in administration and the system is corrupt top to bottom anyway. I even know of a case when a woman demanded of her boss to let her go home in the middle of the day to cook lunch for her kids. There's balance here too, it just doesn't involve any enthusiasm for actual work.
